Open Question: Will filing bankruptcy dissolve a judgment for payment on a car for an ex-spouse?

I have a friend who was ordered to pay for his ex-wife's car so she could have it to drive. The judgment was made about 6 - 7 years ago. The ex-wife totaled the car soon after the judgment was made. Recently, the collection agency wiped out the checking account of my friend (about $3,000). My question is: Can he file bankruptcy to dissolve the rest of this judgment? He seems to think he can never get out from under this and there is several thousand dollars still left owing on this car. It's been so many years now, I wonder if there is a statute of limitations (I'm in Tennessee) on this judgment and he wouldn't have to file bankruptcy at all? Any information would be great. I asked that too. Apparently, the ex-wife was supposed to be carrying insurance on the car in her name but refused. He even went back to court to try to have it dissolved because he was not responsible for insurance but they told him he was still ordered to pay the judgment.
